Any female Models out there? Portfolio for $375?

My girlfriend's daughter ( who is 20) just got an offer from a modelling agency in Suburban NY . If she pays $375 , the agency will make a portfolio for her to be submitted to different ad companies. They told her that she has a good chance of getting a modeling job ( she is a ';cute'; but young looking, slightly short, fashionable blonde) Does this sound right? My girlfriend's family does not have a lot of money ';to burn';. Thanks.
